TL:DR Basically Bungie wants people to hit the max level in a reasonable amount of time. That is why it is Low. This is for two reasons, One, your friends will be able to catch up to your guardian fairly easy. and Two, You can begin a manner of Horizontal leveling up. Where you focus on the juicy part of the game. Getting Gear, and playing with your build and becoming a bad ass.
My personal feelings on this are cool. Awesome. Means we can get all 3 classes to max level, and share gear between them. Perfect. Cant -blam!-ing Wait. If its True. But as SpaceBeaver pointed out, this article is trash. While i think the concepts i put in the TLDR stand true, We will not know what the level cap is until Bungie confirms something.
Also note the picture( Credit to ZERO XVII) There is also old video where there was a level 27 titan.
Also as others have said[u], @UrkMcGurk · Jun 28 I didn't say anything about level 20 in that interview!

Urk also replies @UrkMcGurk Alpha was accelerated. to the question of " I really hope that change the level cap, because when I played the alpha I went to level 8 in the span of 10 hours"
This implies the obvious. We wont level that fast come launch.
Also. As Normundo pointed out, seen in this video http://youtu.be/cRKC2U4QFHA Datto explains how in the Alpha it stated, after level 20, we will earn Motes of Light by earning experience after level 20.

1)How do you feel about a level cap in general?
2)Does this mean the majority of the game will be played post max level?

Edited by Tibbaryllis2: 6/29/2014 11:31:59 PMEven though a 20 level cap seems very doubtful, I don't understand all the hate dealing with a low cap. Every MMO I've ever played became interesting once you reached the cap. Before that point you're just inching your way forward until ??/skull enemies become red, red enemies become orange, orange enemies become yellow, yellow enemies become green, and green enemies become grey. Once you hit the cap and realize the reds, oranges, and yellows aren't going to change (until the next expansion comes out), is when you start playing the real game. A low level cap is also going to be crucial to the item leveling system. Nobody wants to be constantly invested in leveling weapons that will be junk by the time you're through leveling them. The horizontal development, I.e. Item acquisition and leveling, is where the real end game content of this game is going to be. Edit: for an extreme example the people who are angry about a low level cap need to consider if they really want Destiny to be a game like EVE. EVE, IMO, is a truly fun game, but 90% of its players will never participate in the end game play; not because they're not good enough, but because they didn't start early enough in the life of the game. WOW hits a moderately good pace for level capping, but even then it's possible to hit the cap in a few weeks with moderate play. At that point it's relatively easy to spend the next few months gearing your character and earning achievements. I expect Destiny to be fairly similar to this model.
