In 2011, 343 said that they weren't including a dedicated Halo: CE multiplayer experience in CEA. Two reasons were given.
In 2014, 343 said Halo: The Master Chief Collection would include a dedicated multiplayer suite for every included Halo title in the collection.
What's the moral of the story? 343 will intentionally omit content to be included later, to sweeten the deal on a purchase down the line.
So, what does the mean for the future? Well, 2017 is the tenth anniversary of the launch of Halo 3, and, if anonymous developers on NeoGAF are to be believed, the first year after the launch of Halo 5 and Halo Wars 2 that does not yet have a Halo game rumoured for it.
As such, I believe we can expect Halo: The Ultimate Collection to be released that year, including every Halo game ever, including a 4K, photorealistic H3, with all maps, modes and even cut content for all the games, alongside all Halo media, such as Landfall, Believe, We are ODST and every novel and graphic novel downloadable on an ereader or for free with a code on Amazon.
