Just invite them to party chat or your fire team if you want to talk.
Party chat causes lag and I think I speak for everyone when I saw you don't want to have to hear that guy and you know the guy I am talking about.

The process to communicate with other players would be much simpler with proximity chat. Here are some scenarios: You are out in the wild and come across two other players who have some badass armor and seem to know what they're doing. You want to tag along with them, because "the strength of the pack is the wolf, and the strength of the wolf is the pack." With proximity chat, you say "Hey, guys! May I tag along for a bit?" Without proximity chat, you have to search their gamertags or PSNs, and invite them to your party, or Fireteam, wait for them to join, and then say "Hey, guys! May I tag along for a bit?"

Look of games like planetside can do it which has 2000 players in a server, then destiny can do it which minimal lag since you will online see like 20 people maximum and that's the tower

Why deal with any lag if you have to?

This feature would be [b]optional[/b]. If you experience lag while it's enabled, simply disable it. Even if people disagree with this feature, I don't understand why they vote "No," because it's [b]optional[/b].
