how does DirectX/updating work?

you apparently need a later GTX Titan or R9 series GFX card to be DX12 compatible and they ship with DX11 which somehow autoupgrades to 11.2 when using windows 8.1. i know it has something to do with optomizing how the code is run and make games and components run cooler.
