Short answer: people as thoughtful as Captain Keyes(koff,released Flood after 100,000 years,koff) make the choices of what is standard issue. Yeah.

It was actually the Covenant who released the Flood. Keyes simply opened a door the Covenant locked after realizing what was inside.

I know that. Just saying; the warning, "they worked pretty hard to lock it down" should have at least made him second geuss his decision to, ultimately, threaten all sentient life in the galaxy.

The Flood was already out at that point. Even if they didn't open it, the Flood would have spread.

The logistics of distributing one brand or model of equipment over an interstellar civilization that spans 800 worlds is nigh impossible. As a result, certain sections of UNSC space might have less modern equipment. Of course, with most of those colonies destroyed, they need a highly adaptable BDU. The post-war BDU can give that. While they do have ballistic vests, it is still highly configurable as you can see via all the variants the marines in Halo 4 use.
