All we saw was a space ship in the background. I'm somehow supposed to infer from that they're recolonizing it? It could be a rogue ship, or scavenger for all we know.
I do pay attention, but obviously, I'm not the sharpest tool in the shed.

I don't know what you expected. You asked what was happening on Reach during H4, and you got an answer. Now you're asking about the end cutscene from Reach, and you got an answer.
