I've only been to The Tower. I don't know if the City itself is a playable area yet. But I really, [i]really[/i] hope it is because the view from The Tower is beautiful.

The Tower just has a bunch of various things like vendors, faction leaders, shipwrights to get new ships and Sparrows, Bounty vendors to give you challenges, and other various NPCs. It's the social space of Destiny.
