How to stop users from illegally using your app

I'm in the process of building a web cam app. I went to look at other web cam apps to see how they operate. I know a lot of inappropriate stuff goes on in these web cam apps and I was just on omegle and it was pretty easy to find illegal behaviour. I didn't really come across any potential female pedophiles or females willing to do illegal stuff but I came across many male pedophiles (well, at least they look like pedophiles). I noticed a lot of the people on omegle are below 18. My web cam site will definitely have an age limit but I know that is not enough to stop illegal behaviour. There will always be people willing to show or be shown (I believe this is illegal for people under the age of 18?). Does anyone have an idea on how to stop illegal behaviour? I figured having a 'report' button and users can report each other for sexual harassment, but this brings up two problems. 1) users will randomly report everyone 2) users who get reported can just create another account and continue doing illegal behaviour I used omegle and chatroulette today and I didn't really see them put any effort in stopping illegal behaviour. can anyone think of a way to stop this illegal behaviour on web cam sites?
