It's honestly just a toss up between a covenant ship, a human ship, or a forerunner ship. I'd sell it to whomever I felt would have the best chances of studying it to unlock it's secrets and jump mankind years ahead of where we are now. Yea certain other items could do the same for us, but with this item's secrets unlocked we would also be able to leave earth in search of more territory and resource.
