Early on in the video, we get our first glimpse (in my memory) of this bar, and it does some interesting things throughout the video.
Here it is not fully charged, but with a 2x multiplier on it.
Here it is gold and flashing, indicating a full super charge.
Here, a hunter has just thrown a knife, resulting in a 2x multiplier.
Here, the hunter is about to golden gun. Notice the 2x multiplier, and the whited out super slot. After the move, the multiplier is gone, but the super move has immediately recharged.
Here's a warlock, about to charge the bar. After killing the next enemy, "Super Charged" appears on screen, and the warlock has a 2x multiplier.
Sometimes the bar acts like a timer. Here is a hunter who has just used golden gun. Notice the Super bar is out to the right of the ammo counts. After about a second, it's now between the ammo counts. Still later, it's completely to the left of the ammo counts.
Here we see a warlock, with a 3x multiplier, about to rain down some nova bomb destruction. After the blast, you can see the warlock now has a 4x multiplier.
This guardian is revived with a charged super. Perhaps this is a passive ability of either the downed or reviving guardian.

I initially thought the 2x multiplier meant that you had two supers banked up, but now that you've put it this way, it seems clear to me that doing certain actions could enable you a window where you earn double points towards your super for doing things. For example, pulling off a head shot with the thrown knife? That's badass. Take a 2x bonus for the next ten seconds on anything you kill! Did you ever see an instance where the super bar was building up naturally? It doesn't sit right with me if people don't naturally earn their supers over time, even if they aren't neccessarily doing anything, especially in PvP, it seems like it would be more of a win-more feature than a resource which can be used to turn the tide of a teamfight back into your favor. We'll have to see.

What I noticed in the video was that the bar would charge when the player or another member of the fireteam picked up the Orbs of Light scattered about the area. They also seemed to earn bonus charges for certain actions like chained kills or using their Supers. This would seem to tie in into what we were told about the player receiving certain benefits when teamed up with other players, as having multiple team members taking out bad guys in a spectacularly messy fashion, as well as gathering Orbs, would definitely allow for faster recharge of their Supers through this system.

I had a discussion about this yesterday. Nice catch OP.
