So I guess the question being asked here is would you rather live in an oppressive totalitarian despotic regime, or a completely anarchic system devoid of any laws or rules?
I guess this all depends what kind of person you are really.

OT: Somalia. Both are as equally oppressive, Somalia is just less decentralised in being so. Accordingly, being in a system of decentralised oppression makes it easier for a subject to assume the role of oppressor. Much in the same way it'd be easier for somebody to climb into a giant bowl than a giant cup.
