Alcohol isn't the problem, drivers are.
So, simple solution: Make being a driver illegal. If you are found to be driving then you are jailed for life. Cure the disease instead of treating the symptom.

How about a drunk drivers lane? You know like a bowling alley. Barriers either side so that they can bump their way home. Safety first.
