Based on what the author of the article wrote, this is confirmed by the agreement which was signed 230 years ago by the Ottoman and Russian empires.
According to the agreement, signed by the the Russian empress Catherine the Great on April 19, 1783, the Crimean peninsula will pass from the Ottoman empire to the Russian empire.

Article VI states the USSR, not the Russian Federation. Turkey could possibly use this technicality to justify control over Crimea, although unlikely Turkey is a NATO country and if they get involved and are attacked by Russia then every other NATO member will have to take military action against Russia as protection over other nations against the communists was the purpose of the organization back in the Cold War
