A friend of mine and I actually donned some black cloaks and hiked up Mt. Rainier, saying "Hail Talos" to anyone we passed. Once we got to a reasonable location, we placed a small shrine of Talos down, left a piece of paper explaining what it was, and promptly climbed back down.

It actually reduces your shout cooldowns by .2%, but the game just displays "0%."

It's related to a quest in Markarth. Now, are you talking about the minor Shrines scattered throughout the wilderness? Or the Temple in Markarth? Because the Temple in Markarth is related to a Quest involving the Silver-Blood Family and the Mines/prison.
