Ulfric has a lower peobability than the empire to win another war against the Aldmeri Dominion, in fact he can barely manage a low supplied legion to free his own homeland. He has good ideals and intentions for his people but lacks the manpower, resources, and veterans that the empire as a whole has. The empire isnt dealing with the rebellion in full force because they are mobilizing their resources, troops and equipment to their southern border because they are pkanning and preparing their next steps against the Aldmeri Dominion. Contrary from what I'm reading from some posters the empire is not evil, they aren't accepting the treaty for shits and giggles. The empire is [i]forced[/i] to follow the treaty, and like the stormcloaks they are fed up with them. But you have to remember that the imperials are among the best diplomats in tamriel and can play nice for the time being while they bide their time for the moment to strike. In fact, some people in Skyrim complains that they have the worst of the war. But tgere are other races that have it worse. Altmer and Bosmer: The Aldmeri Dominion is "purging" their own cirizens if they are not considered to be true Mer. Redguards: They were abandoned by the empire, and they fought alone against the Thalmor in the dessert Imperials: were forced to abandon one of their main provinces, got their capital city burned to tbe ground and suffered many civilian casualties.

I'm actually starting to think Talos may agree with the Stormcloaks, in that the Empire is old and needs to be replaced. Here's my reasoning. Right before you go fight Dagoth Ur at Red Mountain in Morrowind, you can talk to an old Imperial soldier, Wulf, in Ghostgate, who you later find out to be an aspect of Talos. He tells you that he(i.e. the Empire) is old and worn out and mentions that maybe it's time for some new people and ideas to take his place. I dunno, just my 2 cents.

Empire just stands by while the Thalmor kidnaps and tortures people. Makes the Stormcloak racism seem like the lesser evil. Thalmor books say they don't want either side to win. Since the Empire is collapsing anyways I normally role Stormcloak. They have the cooler titles anyways.

Stormcloask all the way, they're the only ones actively bothering to even do anything about the Thalmor. The Empire is just letting those little Elven shits walk all over them in spite of the Thalmor having absolutely no bite to back up their bark with. The only reason they can even do anything in the Empire or Skyrim is because the Empire are cowards and being a door mat. The Great War was just as damaging and harmful to the Thalmor as it was to the Empire, if not more so. The invasion army that they launched into Cyrodil was the largest army ever fielded in the history of Elven kind or in any of the incarnations of the Aldmeri Dominion......and it was destroyed almost down to the last man. The invasion force into Hammerfell fared little better, the Red Guards killed most of them and a bunch more died while the Thalmor fled across the Alik'r desert. And seeing as the Elves have always reproduced much more slowly than humans, they're going to take far longer to recover than the Empire will. The Stormcloaks are the only acceptable answer for me. The Empire is too chicken to dare so much as looking as the Thalmor wrong or even sneeze in their direction when they have absolutely no reason to be.
