2 RepliesOrnstein and Smough like other have said. When i encountered them on my first play through on a pure melee build i defeated them in about 50 try solo. If you have phantoms to help you they are easy. Hardest boss ever for me.

I wouldn't say he's the hardest but the Heretic Leader on Halo 2 gave me a run for my money the first time round.
