It's two different questions: Who wants sex more? Men. Women do not understand the baseline, constant level of wannagetmesome that the [i]average[/i] male experiences. We are always ready to rock and roll. We're not always thinking about it, but then we see a glimpse of some woman and BAM if she dropped her pants we'd be up for it promptly. Who thinks about sex more? Women. Men do not understand the level of importance sex has on (young) women's lives. So much of what they do (think about all of that time they spend in the mirror every day, much of that seemingly pointless jabbering too) is sexualized in a way men can scarcely comprehend.
