Set a live video feed as a wallpaper?

Is there any way to set a live feed video as my PC wallpaper? I think it's be pretty cool to have the ISS Livestream or a city skyline or something. Maybe even a really long .GIF? Anyway, is that even possible?

That sounds pretty cool, I'd like to have a live-feed to some skyline or something myself as well, but google would help you better than this site ever would
