I always thought that this line was batshit retarded. The Arbiter [i]knows[/i] what the Flood is, he encountered them on Installation 04 and spends pretty much the whole of Halo 2 fighting them across the galaxy - on a Gas Mine, on Installation 05.
How the actual flying -blam!- does he mistake the clearly infected ship for another wave of Brutes?
