This is a dumb question, I know.
So for highrise buildings that have stairs that lead to the rooftops, could they also be considered a floor if you walk on them? If not, what word could also be used to describe the 'ground' of the rooftop?
If you don't understand my question, here's an example. Say someone is on the rooftop, and that he wants to sit down. He sits down on... what? The floor? The ground? The rooftop?

It means you're sitting on the roof.

He is on the roof of the building, sitting on the floor.

It's still considered the roof because it's what protects the rest of the structure from the elements. When you walk on it you're walking on the roof.

If it functions as a livable space of some sort, sure, it's a floor.
