I'm gonna have to say Timothy Dalton.
He's criminally underrated as Bond. After years of Moore's more lighthearted approach, it was time to go back to the novels. Dalton brought out Bond's cold-blooded, assassin nature and did a great job at that. (Interesting how Craig gets a lot of praise for doing just that when Dalton had much more of a mixed reception) And although he was only in two movies, The Living Daylights and Licence to Kill, I consider those two movies to be some of the best in the series.
