I got this information from an article on Gamespot, but it was taken down pretty quickly, and quietly. It seems like Sega doesn't want Sonic Xtreme...err I mean Lost World losing any steam.
Anyway, this new game starring Dr. Eggman was shown in a behind closed-doors demo at TGS. Basically, Dr. Eggman has used the power of the Time Stones (Not seen since Sonic CD) to go back in time and essentially warn his past self of his many failures to defeat Sonic. Armed with this knowledge, past Eggman (I'll just refer to him as Robotnik) uses it to prevent his humiliating defeats. It's kinda like Sonic Generations, where you play through various stages and defeat Sonic at the end of each one, using appropriate machines and contraptions that Robotnik actually used.
It's not clear whether this will be a retail or downloadable title.
I think it'd be pretty cool. Playing from the perspective of the villain would be unique and interesting.
