I'd assume it's made from the cheapest food they can get, and doesn't taste great at all. Government trying to save as much money as they can and such. I also assume this because at the hospital I was at the other day to get a couple stitches gave me a shitty cheap band-aid that lost it's stickiness in a few hours. So I figure if they're willing to cheap out on band-aids there willing to cheap out on food.
