Apparently, the descope mod doesn't work well with Forerunner weapons at the moment.
Weaponless Flag holding is achieved by giving the player an Oddball and then deleting it immediately after.
Flag juggling "doesn't seem impossible" to include with the mods.
It is 100% confirmed that we can get modded No Sprint + Descope gametypes.

Not only is this an extremely complicated mod, it is not something that is actually coded, nor does it technically remove the flinch mechanic. Synth92 is using some coding "tricks" to essentially trick the game into implementing descope. This is NOT something that is a full fledged feature and we will probably see more bugs down the road. Therefore, this is not something that 343 needs to "explain" or give a statement on. It's simply a modder finding a unique way to "recreate" a wanted feature with the tools we are given.
For an absolutely perfect descope to work, we still have to wait for the next Halo title from 343.
