Because all of the unemployed are essentially homeless people in the movie. So if they are homeless = they are defenseless. Which means, everyone kills them during the Purge.

Haven't seen it, think the basis is absolutely retarded, on "Purge Day" anyone can be killed so theoretically someone can plot to kill the upper chunk of the government and get away scott free.
