Let's just tax the rich 90% of their savings.
Anyone who makes over $500 billion a year doesn't need that much to survive. So it's simple. We take away 90% of their money and use it to reduce our deficit and give it to the less fortunate.

Who makes over $500 billion a year? I only know of Space Bill Gates who makes $250 billion a year.
