I know the PS Vita is out, but I have heard good things about the PSP. Games are pretty cheap for it still, and it has a good selection of games.
So should I get a PSP 3000? If I do, should I buy a refurbished one or a new one?

To be honest, I only purchased the PSP to play Monster Hunter. That's about it haha

The only games I bought for PSP were the God of War games. I really don't see a reason to own one now that they're available on PS3. I would just save for a Vita but do what makes you happy.

I don't condone piracy, and I am not, but the amount of homebrews you can play on a PSP is really nice. The Vita is close to achieving the same in the homebrew scene but constant firmware updates screw that up. But as far as games go, there are quite a bit of games out there worth playing on the PSP. Most of the good games are already available to play on the Vita, but the digital library are still missing some good ones. As far as what PSP to get, definitely grab a 3000 if you choose to go that route, mostly because of the screen is improved over the older models. Of course, there's no beating the Vita's screen between the two.
