I think that the best solution would be to put the kids who bully into a program that will figure out the problem and work to solve it. The parents might not be the problem, or the problem (they're abusive, or they aren't around enough) might not be something a fine would help. The fine might even make the problem worse. The intent is good, but this is just a band-aid solution.
