They have mentioned the Vanguard in multiple times...What do you think?

They are the front lines / recon forces.

I'm assuming they are the elite guardians. Maybe once you get enough fame you become a Vanguard? It'd probably just be a title or something but it'd still be cool.

I think it's an information gathering or early scouting organization.
