In a straight up fight, Cap beats Batman. Batman's toys are garbage when Cap can block them with his shield, and physically Cap is superior. Both men have enough will that the fight will only end when one of their bodies' is physically broken - the problem is Batman has a human body, whereas Captain America is greater than human. Granted, the fight will be long and drawn out, but Cap is going to come out on top.

The supersoldier serum flushes lactic acid out of his system. That along with his willpower is why he has legendary endurance. While his other stats are supposedly just peak human, that ability makes him a superhuman. Batman will eventually become fatigued, at which point Cap will gain the upper hand.
