Me and my friend go on walks every Friday and there is this Bradford Pear tree that is branching onto the side walk and is at the height of the average humans head level. This means I have to either go out of my way to walk around it or duck to get by and it really pisses me off. To make things worse, the tree is so neglected and not cut up that there isn't any grass growing around under the tree. This means there is always dirt on the sidewalk from whenever it rains because it just slides ride off this guys property. This guy clearly doesn't care about his yard.
TL;DR I was wondering how much trouble I could get in if I go to this guys front yard and just cut off the limbs that are branching onto the sidewalk without his permission.

Who trims trees are determined by property line, not by where the trunk is. So think of the property line as going straight up into the sky. So if the tree is overhanging onto the sidewalk, the government is responsible for its maintainment as the limbs are above public property.
