There have been several interesting takes on a talent tree or skill progression in gaming over the last few years.
Path of exile comes to mind for a long term player progression.

Option 1: Auto spec- As you play you don't get an option to add skills to certain areas. They are just done as you play. Using a sniper in auto spec? Way it works is it levels it how you use it. If your taking time then firing your accuracy and damage automatically increases. Firing away all willy nilly, reload speed and fire rate goes up. etc etc. Option 2: Self spec- The player gets a notification on screen and is allowed to add to it then and there or at a lil later time. Basiclly ok im shooting a sniper. Alright i like damage increase and reload speed ill use those first. etc etc. Just my ideas on how it should be done. Also in the PvP and only in PvP all the specs get turned off automatically. This allows for fairer play across the board. Allow re-spec but in the form of in game cash or actual real life money. This allows for the poor folk or the ones who can't afford for extra money to do something as simple as re-spec in a game when they can buy food or something in reality. Both options are chooseable from the start screen when you first start and as well as in game when you hit thepause button and in settings. This way everything is as even as possible. At least in my head it is.
