If you have a fast enough enemy or one that has a distance from the bomb. They can simple dodge it which means all that time and energy was for nothing. The other thing is that you have to have enough energy to kill the person. If you don't have enough you simple hurt the person like Vegeta and Frieza. Depending on the bomb you will have to ask random people to give you their energy. And a lot of them won't do that. The only reason why the people of Earth did was because of Mr Satan.
