It's user-driven. Rules and the interpretation/enforcement of them are effectively.... crowd-sourced. Thousands of member each with their own tools to effect their own personal experience and feed into an automated system for discipline is far more effective, efficient, timely than a couple of dozen moderators. Plus, there is no chance for moderator discretion in the new system. While some saw that discretion as flexibility and allowing us to appropriately respond, the new system removes that discretion and eliminates any claims of favoritism, bias, incompetence, inconsistency, or any other human influence.
