They never get over 30% from most reviewers. I think they're really good.

I actually liked the first two movies. The reason I think they got such low ratings is simply because they were bad. They didn't follow the games story line, adding/removing characters from the game for no reason, terrible plot, worse acting, and just over all poor writing. The movies use to be about a zombie out break then they turned into super mutants and people having super powers and such. They wen't over board and completely lost what they had going for them.

They aren't really following the stories that were presented by the Capcom games. Which is kind of a problem, but that's alright.

I think if they were advertised as cheesy B-movies, like on the SyFy channel, they'd get better reviews. It's like Evil Dead pretending to actually be a horror movie. The effects, plot, dialog, and monsters are so corny that it's hard to take it seriously.
