It says that on my profile page even though I've already filled the survey before and after it was updated. Why? Do I have to fill it again?

It's still there, but the site doesn't know. If you want to be sure, you can refill it.

Hmm... did you try clearing your cache and cookies or signing out then in or closing your browsers and doing all three steps? then fill it out again. I think Bungie knows who filled it out regardless though, but if you want to try those things you can.
