Not sure why obama is at fault but really it is likely the contractors at fault. One of the biggest problem i learnt in government spending is that the government must vhooses the cheapest contract by reading initial estimate. They cannot choose the better company with better track record if its price is $1 more than the guy who has a shoddy history etc. It is mainly an auction house for the cheapest bidder.
