So the game is Europe vs America and you can pick which side you want to play and for the Europeans pick from 3-4 nationalities to play as.
For example, British, German, French,Spanish.
And there are 2 campaigns 1 for each side of the conflict and the story is mainly the USA trying to conquer the South American and North American continent and the sequels will see the continuation of the war.
1 side has America winning the War and the European side has America losing the war. (The European side will inevitably lose the 1st game to allow some tension in the sequels.

I think Call of Duty: Civil War Reborn would be much more interesting. It'd be American's second civil war.. The Government vs the People. You play on each side on different missions. In the end.. you get to decide which side wins.

You'd need a better reason than that to cause a war against the U.S, even if it's just a video game. I mean really, South America? Why would the U.S EVER want to take that area over? Plus, as a CoD, it needs innovation. Maybe if it was open world, it would be a nice experiment. Still, would prefer an RTS, and a non-shit story.

No Also I like how you go an make the US the aggressor even though your little America da bad guys plot makes absolutley no sense as there's nothing to gain from trying to take over South America. The problems of controlling that territory vastly outweigh any resource benefits you'd gain from it. The only Europe vs America conflict that I've seen done well in games was the one in End War where every faction was guilty of something that started the war.

It's an interesting idea but if america really did go on a rampage it would take a coalition of countries to stop it not just a group of random European countries (Spain's economy is tanking, and Germany doesn't even have a standing army, the British army isn't large enough to compete and well lets face it the french are just terrible fighters as a rule of thumb.) But I would play it mostly out of curiosity.
