Things like this are pretty trivial to get around with a little innovation. [jargon alert] Remember that a VPN merely encrypts and encapsulates data from end-to-end over a network protocol like IP. There is no reason why the same concept can't be applied to say, a telnet client (within the affected area) and a server daemon outside.
