To me it seems that they fit in the role of the new monarchy. They wear crimson, they used to be part of a noble house but aren't any more, and seem to have a ranked military system.
What do you think?
Who's to say that the factions only represent the guardians of the city?

Very true. I've always thought that these "factions" might be the enemies and not ones that we choose. For instance, since we learnt about the space zombies, I thought that the 'Dead Orbit' fit quite well with them. Now that I'm looking at it, it seems that the enemies fit into the factions quite well, I'll explain down below. New Monarchy - The Fallen (You just said why this works) Dead Orbit - Space Zombies (It fits) FWC - Vex (Time traveling robots) FWC being the "Future" war cult. Osiris - Cabal (Sand eaters, Osiris being egyptian god, egypt being a sandy place... best I could for this one.) Seven Seraphs - Don't know...
