Does anyone know where I can find the correct software to format an HD to work in an Xbox?
My current drives are filling up with all the DLC for Battlefield and Halo 4, and MS no longer sells the non-slim drives. I tried a used one, but the one good 250GB one I found didn't work and I had to return it. I have a 250G, 2.5" SATA drive, but I couldn't find all the software needed to format it. Any help would be appreciated.

You can only do it with some Western Digital hard drives, for some reason. Any other off-the-shelf hard drive is impossible to use on the 360. There was this guide floating somewhere around the internet, but my quick Google search failed to find it. So, all I can say is that, as far as I know, only certain hard drives from Western Digital work.

I don't think you can or more specifically it isn't worth the risk. Since doing so can result in a console ban and permaban.

If I recall correctly, the formatting of the drive is not what is critical to make the drive readable to your 360. I believe that the console reads the model, part number and/or serial number of the drive and if it does not match drives that were factory-designated for the 360, it won't read them. I heard that a long time back and I don't recall the veracity of the source, but I am aware that people who have just tried to "slap in" a 2.5" SATA drive have failed.
