If this thing is the biggest ship on the sea and probably costs less to upkeep than an aircraft carrier and built to be somewhat similar to help against piracy, couldn't we just launch aircraft off this thing until the real ones are ready?

It's a container ship. It really doesn't matter that it's bigger than an American supercarrier because this ship can't launch aircraft. Hell, it has no military capabilities at all.

Of course it'd cost lost, there isn't 2,000-3,000 people you need to hire to keep it running, on top of the charges to maintain it's defenses, aircraft, etc.
