The 13th amendment became law when 2/3 of the states ratified it. Whether or not Mississippi ratified it doesn't change anything. It also wasn't a matter of them not ratifying it--what actually happened is that the ratification wasn't officially archived. So we have the registering of a ratification that was done in 1995.
