Thanks to FreeFall722 and Recon Ocelot's work, there was good data to work with. I had to guess at a few numbers to help reduce the number of permutations I was generating. With some bracketed numbers [368] that looked similar, I could then just iterate through the blank spaces and let the computer do the hard work.
One trick I would use is to copy the Dropbox image into photoshop, drop a light grey background, and duplicate the image three times. Then move each of the duplicates 1 pixel along compass lines (WNE). This would emphasize an image. I've added an image illustrating this to the post.
