Your image angers me.
I get it, cleaning up the "noise" makes the QR code stand out more.... but unless there's some static removal process utilizing the other image that I'm not seeing, you're losing data.
I think the entire picture will be clarified sooner without removing the static.
The pic I linked was made from just four iterations of the output. It seems to hold far more useful data than the cleaned up version.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
