The scams and boosting service message spam
Just set up detection for their links and messages to autoban their accounts like jesus -blam!- christ get a grip.

There is, but the bot makers always find ways around any restrictions a website/app has in place. No matter what Bungie does, the malicious bots will always find a way around them. Bungie also bans them regularly, but as soon as they do, they create another account instantly. Just report and move on with them. As long as you don't click the links, they aren't doing you any harm whatsoever.
