Cannot create tonics
I get the quest from postmaster in day 1 of the season, after that I cannot create tonics with hunter

My Hunter can't create tonics and my achievement score hasn't updated since the new episode. Thought this would have been resolved with the current update.

Yes, it's still an issue for me too. Bungie's 8.1.0.2 patch notes say they've fixed it, but they HAVE STILL NOT fixed it. I don't know why Bungie thinks that if they print "fixed" it'll somehow make it true.

All of a sudden I cannot crate them on my Titan anymore. I have to switch to one of my other character’s to create them.
