Creation of clans is still broken & name changing is still broken.
To my knowledge it's still not been added to the list of known issues. So are bungie actually aware of this issue? I have a feeling its probably got to do with the name changing issue which would not surprise me if they are causing issues for one another.
You'll get the "3" Error when trying to create a clan.

they have acknowledged the clan issue in another post, so they are aware, but they haven't added it to the known issues post yet for whatever reason
