I had the same issue. I loaded a cp on my a fresh character that hasn't done the dungeon and was able to pick up the missing messages. In the heart room, the two messages were there just waiting (no puzzle to solve - I solved it on a prev character before). TLDR try a fresh character, if you have one.

We also face this problem. If you finished puzzle 4 before, you can try to go in again and check the place that 4th message spawn (left side desk). Hope this would help.

After trying everything from wiping, resetting checkpoints and being the host of the lobby the panels wouldn’t spawn in the Heart room. I went back in on a fresh run with 2 players that were on the quest step previous that needed the first 3 messages. We completed the first encounter as usual and we used the relic dupe glitch which I can confirm for me that it didn’t glitch the quest steps for any of the fireteam. Upon entering the heart room after the encounter the floor pads for their quest were active and the panels for my quest were active. We completed their steps and my steps to progress it. I think the issue with the quest is even after completing the first encounter you can drop a rally flag and interact with the encounter which makes the game feel like the encounter isn’t complete hence why they don’t spawn. TLDR: if you’re panels are not spawning for rogue network step 6 go in with a fireteam who need messages 1-3 and the panels will be there. Make them host Hope this helps.
