Tower Solstice Music Not Playing
If you’ve completed the campaign, the post-Final Shape tower music overrides the Solstice music. I know this is what’s happening because I haven’t completed the campaign on one character yet, and the Solstice music plays for that character (just not the other two who HAVE).

I have had the exact problem with mine since Iron Banner and Solstice during Echoes and it still continues.
